Details at a Glance

  • Four Programs:  Pre-College Education, Teacher Training, Public Outreach, and Augmented Support. Applicants may propose a project for one of these programs or a proposal that incorporates multiple programs.

    • NOTE:  By mid-October, faculty members should have communicated with the MSGC Campus Representative at their institution due to processes that need to be completed before a proposal can be approved and submitted to MSGC.
  • Award notification and disbursement: Award recipients will be notified of their selection by early March 2021.  The cost-reimbursable sub-award agreements are expected to arrive late spring 2020.

Program Descriptions

MSGC supports a suite of educational programs.  Details specific to each program can be found below. Programs should describe their connection to NASA strategic interests as detailed in NASA Strategic Plan 2014.  Preference is given to programs focused on aerospace, space science, and Earth system science.  Programs focused on other related science, technology, engineering, arts, and mathematics (STEAM) fields, including educational research topics in STEAM, are also eligible to apply. Collaborative efforts that include partners from colleges and universities, small businesses and industry, K-12 educational institutions, and community groups are encouraged. A component of program evaluation should be included.

Pre-College Education Program
This program supports projects that encourage and enrich the study of mathematics, science, or technology for teachers and K-12 students through the development, implementation, and/or testing of activities or supplementary resources that meet the new Michigan K-12 science standards that are based upon the Next Generation Science Standards.  Activities may include both in-classroom work as well as informal programs of long and short duration occurring outside the classroom.

Public Outreach
This program supports conferences, workshops, publications, lecture series, non‐technical courses, science fairs, radio and television broadcasts, and other enrichment events that serve industry, state and local governments, non‐profit organizations, children, and adults with a focus on enhancing literacy and interest in mathematics, science, and technology.

Teacher Training
This program promotes innovative higher education of pre‐service (college level) and in‐service teacher training.  Eligible activities include the development of courses and supplementary materials, entry‐level gateway courses, conferences and workshops for in‐service and pre‐service teacher education.

Augmented Support
An additional $5,000 is available to augment any of the above programs if the program targets under-represented minorities, women, and persons with disabilities. Applications should describe in detail why these funds are necessary to assure the success of the project.

Further Details

Eligibility:  Participation in this program is open to (i) faculty members at MSGC affiliated institutions and (ii) representatives of nonsectarian educational or community organizations, statewide. Applicants currently funded through these programs are welcome to reapply for continuation funding. Under-represented minorities, women, and persons with disabilities are strongly encouraged to apply.

Merit: The merit of applications is judged based on primary and secondary criteria.  The primary merit criteria for all educational programs are (i) relevance to NASA strategy, (ii) clarity of the proposal, (iii) degree of focus on STEM subjects, (iv) evaluation plan, and (v) the credentials of personnel.  Secondary merit criteria are the quality of the relationship between the budget and the statement of work, involvement with underrepresented populations (specifically women, minorities, and persons with disabilities), and the clarity of the cost-sharing mechanism.  Additional merit criteria specific to individual programs are:

  • Pre-College Education:  Alignment with state and national education standards
  • Public Outreach:  Likelihood of stimulating STEAM literacy and interest
  • Teacher Training:  Potential to promote innovative training
  • Augmentation:  Anticipated success in involving under-represented populations and effective use of budget

Use of funds:  Funding can be used for supplies and services, salaries, and minimal domestic travel. Funding cannot be used toward purchases of equipment or foreign travel.  According to 2 CFR 200.33, the definition of equipment is: tangible personal property (including information technology systems) having a useful life of more than one year and a per -unit acquisition cost which equals or exceeds the lesser of the capitalization level established by the non-Federal entity for financial statement purposes, or $5,000. Indirect costs (IDC) are allowed, but consideration should be given to how their incorporation will affect both the statement of work and the cost share that can be gleaned from imputed IDC.

Multi-program awards: For any one of the MSGC Educational Programs (Teacher Training, Pre-College, Public Outreach, and Augmented Support), the maximum award is $5,000. However, proposers may apply simultaneously for funding from more than one of the programs. Multi-program awards are given for exceptional proposals that meet all requirements. Applications should justify the additional resources needed based on the scale of the project and clearly indicate which programs they are applying to on the application form.

Cost sharing: MSGC funds must be cost shared at least one-to-one with funds from non-federal sources. The source of cost share funds must be identified and, as much as possible, accompanied by a letter of commitment from those sources.  Cost sharing from university units such as departments, Dean’s, or research offices must be confirmed by a letter from the appropriate authority.  The ratio of cost shared to sponsored funding is not a factor in award decisions.  Information about allowable cost-sharing can be found in 2 CFR §200.306 and 2 CFR 1800.306.

Indirect costs (IDC):  IDC is allowed, but consideration should be given to the fact that IDC will lower the funding available for the programmatic elements and decrease the unrecovered funds that can be applied for cost sharing.

Application Requirements

Approval from the Office of Research (if not UM) and the MSGC Campus Representative on the applicant’s campus is required prior to submission of an application to MSGC.  

Applications must be submitted online via Submittable.

The proposal, which must be uploaded as a single pdf, should include the following items.  Use 12-pt font, 1″ margins, and single spacing.  Tables and references may utilize a smaller font. Program description, including the following components.  Limit:  4 pages.

    • An abstract (not to exceed 150 words)
    • Community overview – Included description of expected participants and demographics.
    • Strategic goal of the project, including relationship to Next Generation Science Standards.
    • Specific objectives of the project (within the strategic goal)
    • Scope of the program – Describe what will be done in this program and how it relates to the objectives.
    • A timeline for the program, from implementation to completion, focusing on milestones.
    • If applying for multiple programs, an additional page is allowed for each additional program.
    • If partnering with one or more specific pre-college institutions, include letters of support from institutions (not counted in the page limit).
  1. Detailed budget, use budget and justification template.  
  2. Budget narrative and details that substantiates costs. The proposed budget shall be adequate, appropriate, reasonable, realistic, and demonstrate the effective use of funds (both NASA and cost-shared) to align with the proposed project/s. Direct Labor costs shall be separated by titles (e.g. professor, student, etc.) with estimated rates and total amounts of each. Domestic travel shall include the purpose, the number of trips and expected location, duration of each trip, airfare, and per diem.  Other costs shall be explained in reasonable detail and substantiated whenever possible. The certified negotiated indirect costs for the institution shall be explained sufficiently. The same shall be done for cost-shared funds.  If applying for multiple programs, include this detailed budget information for each program and a cumulative budget table.   No page limit.
  3. One-paragraph descriptions for each of the key personnel, stating their qualifications and their role in the project.
  4. List of significant publications. Limit: 1 page.
  5. List of grants.  Note grants received in the last five years and grants pending.  Limit: 2 pages.
  6. Letter from the designated signer from the institution’s Office of Research verifying approval of the proposal (not required for UM because it is lead institution).
  7. Letter/s from authorized individual/s regarding commitment/s of the non-federal cost sharing.
  8. If applying for continuation funds, a progress report on your current project. The progress report should address how funding was used, the activities during the current year, and evaluation results of the various components of the program. Add an appendix with copies of any papers, presentations, announcements, news articles and press releases relating to the existing project. Limit: 2 pages (not including appendices).

Reporting Requirements for Award Recipients

A final report is required by May 31, 2021, giving a complete description of the educational activities funded by the MSGC Educational Program award/s.  Content in this report may be utilized in the MSGC Newsletter, Frontiers.  Report submission is accomplished by uploading the materials into a secure folder.  The MSGC Program Manager will work with the applicant to see (college) student data uploaded into a secure folder as well.  Personally Identifiable Information (PII) may not be emailed.  The following pdfs may be downloaded for complete reporting information:
